An ILOE fine check takes about a minute on MOHRE’s ILOE Quick Pay service: enter your Emirates ID number, Unified Number, labour card number or the 14-digit personal code from your labour card, then press Search. If you owe nothing, a message says there is no fine against you; if you do, the fine and its issue date appear, and you can pay it on the spot by card or in instalments.
ILOE stands for Involuntary Loss of Employment, the UAE’s mandatory unemployment insurance. The fine is AED 400 if you never subscribed, and missed premiums also lead to a fine and a cancelled policy. Below are the check, payment, waivers, the effect on your salary and gratuity, the cost of cover and claim basics.
ILOE fine check: step by step
The quickest route is the ILOE Quick Pay page on the MOHRE website, which needs no login. The MOHRE app has the same service if you prefer your phone.
On the MOHRE website
- Open ILOE Quick Pay on the MOHRE e-services portal.
- Choose how you want to search: Emirates ID number, Unified Number (UID), labour card number, or the 14-digit personal code printed on your labour card.
- Type the number exactly as it appears on the card.
- Press Search.
Any fines show with the date each one was issued. If your record is clear, a pop-up confirms that there is no fine against this person.
In the MOHRE app
- Open the MOHRE app and sign in with UAE Pass.
- Choose the employee category and enter your labour card number. The app can find this number for you if you do not have it.
- Tap ILOE Quick Pay on the home screen.
- Pick the Emirates ID, UID, labour card or personal code option, enter the number and tap Search.
Fines can also appear on your dashboard in the ILOE portal. If nothing shows there, Quick Pay is the place to confirm.
ILOE fine amounts
The fine for not subscribing to ILOE is AED 400. For missed premiums, the figure depends on which official statement you read, so treat the amount shown in Quick Pay as the one that applies to you.
| Situation | Fine | What else happens |
|---|---|---|
| Never subscribed to ILOE | AED 400 | Fines unpaid for three months can be deducted from salary or gratuity |
| New job, not subscribed within four months of the work permit | AED 400 | Same as above |
| Premium unpaid for more than 90 days after its due date | AED 200 announced by MOHRE; AED 400 listed on u.ae | Insurance certificate is cancelled and you must subscribe again |
MOHRE announced the AED 200 figure for missed payments when fines started at the end of 2023, and The National repeated it in June 2025. The UAE government portal page on the scheme, last updated in December 2025, lists AED 400 for not paying premiums. No published fine schedule settles the difference, so rely on the Quick Pay result.
How to pay an ILOE fine
You pay an ILOE fine in the same Quick Pay service where you found it, by credit or debit card, in full or in instalments. MOHRE says a payment takes one working day to process.
- Run the search in Quick Pay as above.
- Select the fine and choose to pay the full amount or to set up instalments.
- Pay with a credit or debit card.
- Keep the receipt, and search again the next working day to confirm the fine has cleared.
Authorised MOHRE business service centres also take payment in person, and an instalment plan helps if several fines have built up.
Paying the fine does not reinstate a cancelled policy. If your certificate was cancelled for missed premiums, you still need to take out a new ILOE subscription after you clear the fine.
Think the fine is wrong? Ask for a waiver
You can apply for a fine waiver through ILOE Quick Pay with supporting documents, and MOHRE decides within 15 working days. The answer comes through the app or website.
In practice, waiver requests make sense when the record is clearly wrong: you were subscribed but the payment did not register, you belong to an exempt group, or the fine dates from a period when you had no valid work permit. Attach the evidence, such as your ILOE certificate, the payment receipt or a work permit cancellation. For questions, the MOHRE call centre is on 600 590000.
What happens if you do not pay
An unpaid ILOE fine does not go away. If it stays unpaid for three months from its due date, MOHRE can take it from your wages through the Wage Protection System (WPS) or from your end-of-service gratuity.
- Salary deduction: the amount can be taken from a salary paid through WPS.
- Gratuity deduction: it can come out of your end-of-service benefits when you leave a job. Use the UAE gratuity calculator to see what you are owed before any deduction.
- New work permit: you may not get a new work permit until all due fines are paid, which can hold up a job change.
- Lost cover: a cancelled policy breaks your 12 months of continuous subscription, so you cannot claim if you lose your job soon after.
Many expats in the UAE only find an ILOE fine when they change jobs and the new permit stalls. An ILOE fine check before you resign or sign a new offer saves that delay.
How much ILOE insurance costs
ILOE insurance costs AED 5 a month plus VAT if your basic salary is AED 16,000 or less, and AED 10 a month plus VAT if it is higher. Basic salary is the figure in your contract, not your total package with allowances.
| Category | Basic salary | Premium | With 5% VAT, per year | Maximum benefit |
|---|---|---|---|---|
| Category A | AED 16,000 or less | AED 5 a month | AED 63 | AED 10,000 a month |
| Category B | Above AED 16,000 | AED 10 a month | AED 126 | AED 20,000 a month |
The ILOE portal sells policies for 1 year or 2 years, and the full VAT amount is added to the first payment. You can pay monthly, quarterly, every six months or yearly. A two-year policy in Category A comes to AED 126 including VAT, and in Category B AED 252.
If you earn commission and your contract does not state a basic salary, you may choose either category. If a pay rise moves you above AED 16,000, update the portal and pay the higher premium.
How to subscribe or renew ILOE insurance
The free way to subscribe or renew is the official ILOE portal or the ILOE app. The employee, not the employer, is responsible for keeping the policy active.
- Open iloe.ae and click Subscribe/Renew Here.
- Choose your sector: private sector, federal government, or the option for workers not registered with MOHRE, which is where free zone employees go.
- Enter your Emirates ID number and registered mobile number, then the one-time code sent by SMS.
- Check your details and the total amount, choose the policy term and payment plan, and accept the terms.
- Pay by card, then download the insurance certificate and receipt.
Other channels work too, but they add a service charge on top of the premium.
| Channel | How | Extra charge |
|---|---|---|
| ILOE portal and ILOE app | Online with Emirates ID and a one-time code | None |
| SMS | Send ID, a space and your Emirates ID number to 2120 | Service charge |
| Exchange house | Al Ansari Exchange branches or app | Service charge |
| Business centres | Any Tasheel or Tawjeeh branch | Service charge |
| Kiosks, ATMs and apps | Payment kiosks, C3Pay, Botim and some bank apps | Service charge |
If the portal cannot find your details, private sector workers should raise a support ticket with MOHRE through its website or app, and federal government staff should ask their HR department.
Check your ILOE subscription and what you owe
The ILOE portal shows whether your policy is active and how much is due, which is the best way to avoid a fine in the first place.
- Log in to iloe.ae or the ILOE app and choose your sector.
- Enter your Emirates ID number and mobile number, and request the one-time code.
- Click View Policy Details to see or download your certificate.
- Click View Statement to see the amount due on your payment plan.
The policy renews for as long as you work in the UAE, provided the premiums are paid. If you pay monthly or quarterly, set a reminder for each due date: a payment more than 90 days late cancels the certificate.
Who must subscribe and who is exempt
ILOE is mandatory for employees in the private sector and the federal government, Emiratis and expats alike, including free zone staff. Five groups are exempt under Federal Decree-Law No. 13 of 2022.
- Investors who own the business they work in
- Domestic workers
- Workers on temporary contracts
- Juveniles under 18
- Retirees who receive a pension and have joined a new employer
Two special cases are worth knowing. If an absconding complaint is registered against you, you are not required to pay premiums while it stands, but if it is cancelled you must pay the overdue amount within three months. If your labour complaint has gone to court, you keep paying while your work permit is valid.
ILOE claim basics
You can claim ILOE if you lose your job for a reason other than resignation or disciplinary dismissal, after at least 12 consecutive months of subscription with all premiums paid. The claim must reach the ILOE pool within 30 days of the job ending.
- Amount: 60% of your average basic salary over the last 6 months, capped at AED 10,000 a month in Category A and AED 20,000 in Category B.
- Length: up to 3 consecutive months per claim, and no more than 12 monthly payments over your whole working life in the UAE.
- Where to claim: the ILOE portal, the ILOE app or the ILOE call centre on 600 599 555.
- Documents: the dismissal document showing the date and reason, plus an undertaking to provide the final court ruling if you have a case against the employer.
- Payment: within two weeks of a complete claim, to the bank account you name.
- When it stops: as soon as you start a new job.
A worker with an average basic salary of AED 4,000, for example, would receive AED 2,400 a month, or AED 7,200 over three months. If your job ended through a dispute, the 30 days run from the settlement of the labour complaint referred to court instead. Claims also fail if there is an open absconding complaint or if you are not legally in the UAE.
Once you use the full 3 months in one certificate period, that certificate is cancelled. You then need another 12 consecutive months of subscription before a new claim.
Common problems and how to fix them
- Quick Pay shows a fine you did not expect. Check the issue date against your unpaid premiums or the four-month window after a new permit. If it is wrong, apply for a waiver with proof.
- You paid but the fine still shows. Payments take one working day to process. Search again the next working day before you pay a second time.
- Your policy was cancelled. Clear any fine, then subscribe again with a new policy. You only owe the premiums for the unpaid period before cancellation, not the rest of the old policy, and paid premiums are not refunded.
- The ILOE portal cannot find you. Private sector workers raise a MOHRE support ticket; federal staff ask their HR department.
- You changed jobs. The policy is in your name and continues while you work in the UAE. Check that it is still active and update the category if your basic salary changed.
- A new work permit is on hold. Run an ILOE fine check. Unpaid fines can block a new permit until they are paid.
Frequently asked questions
How can I check my ILOE fine?
You can check your ILOE fine on MOHRE’s ILOE Quick Pay service, on the MOHRE website or in the MOHRE app. Search with your Emirates ID number, Unified Number, labour card number or the 14-digit personal code on your labour card. Any fine appears with its issue date, and a clear record shows a message that there is no fine against you.
How much is the ILOE fine in the UAE?
The ILOE fine in the UAE is AED 400 for not subscribing to the scheme, including new employees who do not subscribe within four months of getting a work permit. For premiums left unpaid more than 90 days, MOHRE announced AED 200, while the u.ae portal lists AED 400. The amount shown in ILOE Quick Pay is the one you pay.
Can I pay the ILOE fine in instalments?
Yes, you can pay an ILOE fine in instalments through ILOE Quick Pay on the MOHRE website or app, or pay the full amount by credit or debit card. Authorised MOHRE business service centres also accept payment. MOHRE says a payment takes one working day to process, so search again the next working day to confirm it has cleared.
Will an unpaid ILOE fine be deducted from my salary or gratuity?
Yes, an unpaid ILOE fine can be deducted from your salary through the Wage Protection System or from your end-of-service gratuity once it has been unpaid for three months from the due date. MOHRE can also refuse you a new work permit until all due fines are paid, so clear any fine before changing jobs.
Do I need to renew ILOE insurance every year?
No, you do not always need to renew ILOE insurance every year, because the ILOE portal offers policies of 1 year or 2 years. The policy continues while you work in the UAE as long as premiums are paid, but a payment more than 90 days late cancels it. Check your status in the ILOE portal under View Policy Details.
Who is exempt from ILOE insurance?
Five groups are exempt from ILOE insurance: investors who own the business they work in, domestic workers, workers on temporary contracts, people under 18, and retirees who receive a pension and have joined a new employer. Everyone else working in the private sector or the federal government must subscribe, including free zone employees.
